Adult Home Care Therapies Follow-Up Study

Maintaining seniors in their home safely for longer periods of time is a quality of life goal as well as a cost efficiency strategy for the State. Is home care service an effective strategy for keeping low income seniors and people with disabilities in their homes and out of institutions? This the question that Lifetrack Resources set out to answer in its Adult Home Care Therapies Follow-Up Study.

2004 Comparison Study: An Evaluation that Compares Outcomes for a Multi-Site Transitional Jobs Program with Random Samples of Participants in the Minnesota Family Investment Program (Minnesota's TANF Program)

This report summarizes the evaluation findings regarding a transitional jobs model (Advancement Plus) as it compares to random samples of participants in the Minnesota Family Investment Program (MFIP). This study provides overwhelming evidence that the transitional jobs strategy is successful for low wage workers including those who are ex-offenders, homeless, long term dependent on public assistance, refugees and immigrants. The transitional job strategy concept of a paid work experience, short term in duration, with classes on conflict resolution, balancing work and family, strengthened by assistance with job search, retention and advancement is a model that can be replicated in various settings to achieve employment success.

Occupational Therapy in Transitional Jobs: Innovations to Improve Life Skills
Transitional Job models across the united States are often based on the rehabilitation model which utilized "sheltered workshops" and provided long term supported work for individuals with disabilities. Lifetrack Resources has experimented with the use of an occupational therapist in a transitional job program for TANF recipients called Advancement Plus. Occupational therapists utilize special training and expertise to assess participants struggling with attendance and punctuality issues identify practical solutions leading to skill improvement and future success. An Assessment of Daily Living is used to determine areas of weakness in family functioning, housing, transportation as well as unrecognized issues of cognition, mental health, or chemical dependency. This report shows promise for addressing the troublesome areas of attendance and punctuality.

Lifetrack Resources Releases Report on Sanctions
Lifetrack Resources recently published a Report on TANF Sanctions detailing what was learned about the characteristics of our transitional work experience participants who are also sanctioned by the Minnesota Family Investment Program. Sanctioning occurs when someone is not in compliance with MFIP requirements. Download a copy of this report below.

Lifetrack Resources Releases Final Evaluation Report of Advancement Plus
On October 31st, 2002, Lifetrack Resources released the Final Report on a 2-year evaluation of the results of a transitional job program for people having difficulties moving from welfare to work. The Executive Summary of the Final Report is available to download as a PDF.

During the 2 year evaluation, we released two additional reports. Those are available to download below.

Frogtown Family Connections
In March 2003, Lifetrack Resources released a Final Evaluation Report on a 2-year demonstration project, Frogtown Family Connections. The project used family home visiting to reach TANF recipients who were not connected to a job counselor and at risk of being sanctioned.

Frogtown Family Connections used home visiting to find families on public assistance who were referred to Lifetrack Resources but did not appear for welfare to work services, resulting in reduction of the family's benefits. The goal was to overcome barriers to family well-being and self sufficiency.

Our Families Together home visiting experience was combined with our employment services experience to create relationships with families to help resolve immediate family issues, discover what they need most, access community resources and work toward family stability.

The results were astounding. The Final Evaluation Report and the Preliminary Evaluation Report of the program are available for download in PDF format below.
